The option this is paired with happens within a 100 km radius of your current location. If it's a person-affecting option it happens to every person in that area including yourself, if it's a geography-affecting option it happens to all the land in that area but not outside it, etc.

Well, with either of these options I wind up as a whale. But by keeping it limited to just those within 100 km of my current location, that vastly reduces the number of other whales the ocean will have to support and even better it preserves human civilization and doesn't result in gigadeaths. So definitely that one.
