Google says a cubic meter of fresh fallen snow weighs about 100 kg (before it compacts under its own weight, which 4 meters will definitely do). So this is pretty devastating. A lot of buildings are going to have their roofs cave in from this unless people are up there shoveling continuously as the snow falls. A lot of houses will get completely buried and their inhabitants may succumb to carbon monoxide poisoning from their furnaces. I live in a city that gets heavy snowfall in winter, but we still don't have the sort of equipment needed to clear roads from snow this deep; we'll probably need to use the military to bring supplies in and distribute it to neighborhoods.
On the plus side, imagine the snow forts one could tunnel out underneath all that. Awesome.
