That could be really interesting. Greedy people have a much higher chance at death, and the possibility of death would hopefully keep most sane people in check. Of course, there's a good chance that riots would ensue...

One possible workaround: take out billions of dollars, then use a portion of that to hire a mercenary army to protect me from the lottery enforcers.
