This is a toughie. Obviously, $50 is too light a fine for murder. Murder would become far too rampant. However, I jaywalk.

Perhaps we could create a nonprofit organization that would pay the fines on behalf of people who murdered any of the politicians who supported such a ridiculously mild penalty for murders? The problem could correct itself that way.

Well it's not like cops often charge the current fine now anyways... Whose to say they would even enforce the penalty.

I bet pretty much every policeman would quit their jobs in that case.

Maybe we can keep civilization from collapsing by creating a special police force that's dedicated to enforcing all laws except jaywalking-related ones. The regular police could then focus all their time on enforcing jaywalking laws, but there wouldn't be anyone working in that department anyway so it'll all sort itself out.

Or we could just paint crosswalks on every square meter of roadway, making it all legal.
