If you choose NOT to press the button then this is basically neutral. The only bad thing about it is the hassle of having coming to your doorstep. Similar to a salesman.

Well, it does have one downside; it shows that there are mysterious strangers like this in the world, randomly enriching people who are willing to kill for wealth. I wouldn't sleep very easily in such a world. Though come to think of it, I probably wouldn't believe him in the first place.

Scary thought. If this box actually did exist, yeah you would get a billion dollars, but how long till someone else pressed the button and it killed you?

Something more to consider in the moral calculus of this option: with a billion dollars one could save a _lot_ of lives via charitable foundations and whatnot. Or one could use those resources to try hunting down the people responsible for this box with a button and bring them to justice, preventing them from killing more in the future.
