Perhaps we could create a nonprofit organization that would pay the fines on behalf of people who murdered any of the politicians who supported such a ridiculously mild penalty for murders? The problem could correct itself that way.

This is a toughie. Obviously, $50 is too light a fine for murder. Murder would become far too rampant. However, I jaywalk.

Whenever you encounter a human or animal corpse you can mentally "loot" the corpse. You receive a random amount of money which averages about the same as your monthly income. After this the corpse fades away into nothing.
